Assume a "SEND= PRIVATE" list with no DEFAULT-OPTIONS= for list CISTAFF
 
These are "normal" subscribers: do nothing.
 
>- Users 1 through 10 to have the ability to view the archives.
 
List-owner should alter Users 5 thru 10 via:
 
     QUIET SET CISTAFF NOMAIL NOFILE FOR useridn@fqdn
 
>- Users 11 through 100 can not post to the list or view archives.

                                  (later you indicate that they CAN)
 
Create a new list called CISTAFFX with uers 11 thru 100.  Make that list
PRIVATE, and SEND=OWNER.  U11-100 should NOT be subscribed to CISTAFF,
but subscribe CISTAFFX to CISTAFF and update its options as:
 
     QUIET SET CISTAFF NOMAIL NOFILES FOR CISTAFFX
 
(Now here's the part that contains some "hand waving" >>>)
 
Update the CISTAFF list definitions:
 
*  Notebook=     yes,e,monthly,(private,(cistaffx))
 
I have NOT actually tried this syntax!
