If Grant Magnuson is a list owner he would not be sent the welcome
materials, even if you use a non-QUIET ADD...

I don't know that he <is> a list owner but that would be my first surmise,
there is nothing in the 1.8d beta code that would stop LISTSERV from
sending out the welcome message(s) to a non-list owner.
