Yes.  Internet mail standards (RFC 821, 822 and 1123 among others) require that
the domain part of the address (right of '@') MUST NOT be case sensitive.  For
reasons of internal convenience LISTSERV has always (well since 1986 anyway)
chosen to force the domain part to upper case.  Any mail system which cannot
accept this is not compliant with internet mail standards and needs to be
changed or reconfigured.  The local part (userID or left of '@') is allowed to
be case sensitive and LISTSERV is careful to preserve case for this part.
