This is not valid.  The only easy method I know for distributing the
approval request to more than one person is to have a second LISTSERV list
(to which the moderators are subscribed, and which is also set up as an
Editor in the primary list) as the target rather than individual addresses.
Thus, there is no way to turn off the 'load balancing' feature.

This problem is the very reason LISTSERV 'load balances' between moderators
by sending to only one for approval.

Is there a reason both moderators must both approve of a message?

Also, if changes are being made to the original message, it needs to be
done with the understanding and permission of the original author, unless
your list rules are explicit about there being prior consent as a condition
of list membership.

This is not a valid option.  Hold works only with the Editor option.
