An addendum to Doug Wheeler's excellent advice:

if you allow attachments into your archives, there's an undocumented
extra step that needs to be taken.  In the root of your Archives web
area (eg. C:\Inetpub\wwwroot\archives ) you need to create a directory
named 'upload' (without the quotes) and allow the IUSR to have write
privileges to it.  LISTSERV uses this as a temp directory when
subscribers try to download an attachment from the web archives.
