I've been using subject headers for years--so long that I wasn't certain
whether the header appeared on the moderation queue or not, because it's not
something I focus on.

But I've just dealt with a message on my own moderation queue, and it didn't
have the subject header on it. Just as well, since it was unwanted malware
bait.
