I know that it should be so, but it is not! Some examples from recent

Kazimierz Wasilewski <AVK41@PLEARN> New subscription to list CIUW-L
 
Because CONFIDENTIAL was at first set to SERVICE, it seemed to me
that local users subscribe and unsubscribe without owners'
intervention, but other data does not confirm it (unfortunately, I
started to log these mailings only recently).
 
Still looking for suggestions (you can experiment with subscribing
yourself to CIUW-L if you wish to).
