No, it is not.  It is dangling of bait.  If people take the bait, they
have entrapped themselves.  Only if the police in some fashion force
them, implicitly or explicitly, to commit a crime would it be entrapment.
 
Instinct says it is not police action.  It might be a nasty trick on
someone, it may be some immature idiot's idea of fun, it might even be
someone who is trying to prove that the Net is a hotbed of perverts and
child molesters and is salting the mine, so to speak.  Whatever it is, I
hope we do find out.  The curiosity is murderous.
