Wouldn't * SEND= editor
         * Editor= user@node

be just as good and not need the global REVIEW?

If you wish, then * Send=editor,(listname-l) would exempt subscribers
but send all non-subscribers to the editor.  Invividual subscribers can
still be on REVIEW if need be.
