Though I can't say for sure that TOPICS is "right" for your list, if that
is what you want, then

QUIET SET listname TOPICS ALL FOR *@*

will re-enable all topics (regardless of defined or default values in the
list keywords) for all currently subscribed users.

Thereafter the user can SET their own (either positively or negatively).
