(Suddenly, to GET any file required the FILELIST be specified).
 
It turns out someone did a GET/PUT of LISTSERV FILELIST without the CTL
option.  So the /F/ that create the FILELIST heirarchy were missing ...
LISTSERV wasn't searching the FILELISTs as expected.
 
Thanks to Kerry Anderson for finding this;  guess that's why he is our
LISTSERV maintainer and I'm the sometimes fill-in :-)
