List is setup with Validate= Yes,Confirm

When doing a bulk import and supplying the password on the command line:

QUIET ADD LISTNAME DD=ef-adds IMPORT PW=xxxxxx
//ef-adds DD *
[log in to unmask]
[log in to unmask]
/*

The system still requests a confirmation. I *thought* that without 
the ",NoPW" setting this would work without a confirmation as long as 
the password is supplied. Do I need to change the configuration?
