Honesty is the best policy.

If they didn't get the notice you put them on review, and you've squelched
the notice that each message was sent for review -- then finally they can
check their own settings.

It doesn't do anyone any good to live a lie.

Perhaps a note as to *why* they are on review would be a better fix than a
cold, automated slap in the face.
