If this document is pulled as is, and sent back out to the end user, why is
it "linear"?

Linear seems to indicate that it is actually more like a template that is
being pulled into another template.  Is that correct?  If so, is there
another template that I can modify with my message?  For this closed list, I
have a rather lengthy response that needs to be sent back out to people.

I also do not understand why a "linear" template should not accept some
basic formatting guidelines.  Just because it is pulled into another
template, or whatever, doesn't mean that it is guaranteed to be short little
blip of text.
