Being "held" is different from having the list header locked.  "Held"
means that messages aren't being posted to the list.  "Locked" means
nobody can make changes to the list (headers, subscribers, etc.).
 
To counteract a lock, it's "unlock".
To counteract a hold, put on your tie-dye, raise your fist in the air
and say "Free listname"!  (This is an old fogie joke... if you are under
about 40, you probably won't get it. :-)
