This is the first, though I doubt the last.  Filters do not consider
context, (they may, but only the context, and the meaning thereof, defined
by the programmer, which is not truly considering the context) even though
they may be "AI" filters. They are still computer programs which do exactly
what they are told to do.  If they seem to do something else, well, perhaps
the programmer doesn't realize what he has told the program to do; or
perhaps he does.  Or perhaps the administrator of the site doesn't know
what he's invoked, though he may but don't want to fess up (just doing as
I'm told).
