If you already have a list template i.e., listname MAILTPL, simply add a
section

If you don't have a list template, you will need to make one which is a bit
more complicated since you have to add this file definition.  Here is the
B_B we use on FINAID-L:

Remember, B_Bs only shows up once per DIGEST, near the top.  Top_Banners
appear in each message regardless of DIGEST.
