One of our listowners has Subscribe= Open, Confirm.  He's created his own
Welcome message.  When he subscribes new members, the radio button on the
web interface is set to "Send welcome message".  After clicking the Add
button, he's told that No message was sent, and it isn't.  Neither does he
get a confirmation.  Deletions do send a message to the subscriber and the
owner.

Does this have something to do with the edited template?
