The welcome message does not pay attention to .fo commands. It is sent out
as is. If you have a problem with cc:Mail that is because the Welcome
message was stored without carriage returns. You need to format it with
them before putting it to the Listserv. Eudora Pro generally will add these
carriage returns when sending it out. I don't know about the packages you
are using.
