Hi Ian,

This is not _exactly_ what you are asking for, but you might find it 
interesting to read through some of the case studies on L-Soft's web 
site:

http://www.lsoft.com/customers/casestudies.asp

especially those from similar organizations. Click on the logos for 
each organization to see the detailed case study for that 
organization. Some of them go into more detail than others, so check 
out several. Seeing what other organizations are using LISTSERV for, 
and how they measure success, may give you some ideas.
