No, LISTSERV will read to the end and pick up the last Send= value.
You should still get rid of the Send= Private so as to minimize confusion.
 
But the reason you're having trouble is because Editor cannot = Owner!
Editor must be set to an e-mail address.  "Owner" is an access level and
cannot be used by this keyword.  Thus to make this work, set
