There are three possible explanations:

1. The TCPGUI interface is disabled, or not configured to listen to
127.0.0.1. But, in that case, the problem would be permanent. You would
never be able to communicate with LISTSERV no matter how many times you hit
refresh.

2. LISTSERV is restarting, so the TCPGUI interface is unavailable for a few
seconds. Of course, if the restart is due to a crash during the login... But
I have never heard of a web login causing a LISTSERV crash. LISTSERV crashes
are very rare and usually due to far more complex operations than a simple
login.

3. There are so many concurrent pending requests to access the TCPGUI port
that yours has been rejected. This would normally indicate that the LISTSERV
hardware is badly underpowered.
