OK, I forgot to add the following (lazy last night, sorry).  This tells
you how to make LISTSERV send a questionnaire (or statement of rules or
whatever you want) automatically in response to a SUB request (when set
to Subscription= By-Owner).  The prospective subscriber can be asked to
'sign' the statement, or be informed (in the statement) of a snail-mail
address to send something to, etc.  Since you write the text of the
statement, you have complete control.

The biggest advantage remains that you don't have to worry if you get the
users address spelled right because LISTSERV forms the correct address
from the headers of their reply.  This whole exchange also accomplishes
the same purpose as the 'Confirm' part of Subscription= Open, Confirm.

I see no reason for people to do repetitive tasks if they can get
software to do it for them.   =8-)

As to telling people they shouldn't want to do something they persist in,
sometimes challenging their assumptions can be useful in getting them to
re-think the process.

I have one list that I run this way.  Basically, you would need to create
a listname.MAILTPL for your list with at least the following templates,
set up something like this:

A copy of the &LISTNAME membership questionnaire has been sent
to you.  Please read it carefully and follow the instructions
to complete it and return it to the list owners.

.TO &WHOM
.CE &LISTNAME Membership Survey
NOTE:  Please make sure when you send this back that it goes to
the address &LISTNAME-Request@&MYHOST.  Thanks.

This is a standard questionnaire required for all prospective
subscribers to &LISTNAME.

Note that you cannot format the SUB_OWNER template; it all comes out
as one long paragraph without formatting no matter what you do, because
it is a "linear" template.  But you should modify it from the default
to let people know that they will receive a questionnaire to be filled
out and returned.

The questionnaire itself goes in ADDREQ1 and you can use all of the
template formatting commands in it.

For more information on templates, see chapter 9 of the list owner's
manual, particularly 9.4.3.
