if you have Site Administrator rights you need to edit the template
$WWW_ARCHIVE_HEADER.  You'll find it by going to the Site Admin's management
page and clicking on 'Customize site-wide static web pages and banners.'
This will affect all pages globally.

If you want to make each page's header unique or you only have Owner access
you can do so using the WWW_LIST_HEADER template in the List Owner's
management area.
