Aldo,
        You seem to have missed the most important section of my
        posting: ie you objected to the practices and that the
        individual should have ceased immediately. Since you extended
        your argument, let me clarify what I meant by
        redistribution. If someone sends a message with the header,
        please circulate or redistribute, I assume that it is for
        redistribution and several governments send information which
        is used either to raise issues which they would like to survey
        internationally or to promote aspects of, in my case, computers
        in medicine.  As for the quality issue, I avoid the subject out
        of modesty but we maintain a record of the praise of our
        activities and support of our group from international
        government and from the major supporting governments. We deal
        with the major issues in our field and actually are leaders
        with major impact on some of the most significantly active
        governments in the world. We do our utmost to maintain a high
        quality of service which is not without cost and enormous
        effort by our centers. This is, I believe, true of all lists.
        What the people distributing to our list have to say influences
        the shape and development of technology around the world. However,
        I believe that this is true of almost all of the lists which
        serve single minded purposes. You have either misunderstood my
        message or did not understand the process of communication
        which links directly into the media and government. Most of
        our participants represent their governments or some major
        area of research like DOD or DOE or Commerce or
        internationally WHO policies and UN initiatives. However, in
        all modesty, I believe that most lists share these same purposes
        and high standards and that we all spend enormous numbers of
        hours and service time achieving the desired goals.
