We use this approach on my list.
To your DEFAULT-OPTIONS= add Review
This will make REVIEW the default for all future subscribers. I
presume you don't want to apply this option to existing subscribers.
However, if you do, also send listserv the message:
quiet set [listname] review for *@*
All messages from new subscribers (or all subscribers, depending
on which approach you took) will come to you. Once you have identified
someone as a serious poster, change his or her option to NOREVIEW. Some
people will never get changed because they remain lurkers, not posters.
