Its order of prefrence...  Adding Private is the same as having the
(listname) in the editor line...  Its easier to keep track of though.

HAving Editor there allows anyone with an editor line to post and the Hold
allows moderators to use the OK mechanism.  You have to remember that
there is a difference between an editor ant a moderator.  A moderator
receives posts for OK in round-robin fasion (IE first one then the
second.....)

I don't know why this way was introduced, as far as I'm concerned its just
confusind :)
