The following is an excerpt from List Owner's Manual for LISTSERV®, version
1.8c, Appendix A:

"Lists <option> 
  Send a list of lists as follow: 
     (no option) -> Local lists only, one line per list "

However, when I request a list of local lists by sending a LISTS command
with no options to [log in to unmask], here is what I get:

> lists
CRAYHELP      WSU Cray Help
TESTNEW       No title defined

Note: 151 other lists on this server can be searched using the "LIST GLOBAL"
command.  

Why do I only get these two lists and not all the rest? I am subscribed to
the TESTNEW list but not to CRAYHELP.
