I learned a few things from my question about making owners quiet ones and I
would like to share that info with all of you.  Maybe someone else will
benefit from it.
 
Thanks to Mike Ramundo, Melvin Klassen, and Mark Williamson for these lessons.
 
1.  I needed a space between the quiet: and the address.  I could have
    formatted the lines as
          Owner= owner1,quiet: owner2              or
          Owner= owner1,quiet:,owner2              or
          Owner= owner1
          Owner= quiet:
          Owner= owner2
 
2.  Notify= yes  can be changed to read Notify= owner1
 
Either we have found undocumented features, or capabilities at one release
of LISTSERV that might not be there for other releases.  (I didn't try to
change my Notify= keyword - I'm going by faith that it works because someone
told me it does).
 
Anyway, my problem is solved and I learned good stuff from asking a
question to this list, and I thank you.
