The count begins at midnight local time of the machine that hosts your
list.  If your list is hosted by an LSoft machine (such as their APPLE
server), it may, or may not, be in Sweden - I don't know for sure, and
they do have offices in other countries.

Ordinarily this distinction does not seem too important, unless perhaps
your most chatty contributors may happen to be quite a few time zones
away from the host system.
