I assume you mean a Sub-List (in LISTSERV's nomenclature)

In the List header of  ASMT-VP-L  you have

* Send= Private

simply add the line

* Send= (ASMT-L)

then members of that list will be able to post to the other list.  The only
restriction is that both lists must be on the same server.
