First, I'd like to thank everyone who responded to my question. Following
along old a few files, I was able to find what I was after (in a very round
about manner).

This is NOT a VMS issue!! The specific question I had in mind was VMS --
true -- but the general question was NOT VMS! Given the migration away
from BITNET/EARN, what I was looking for was a quasi-authoritative way to
track down former BITNET sites on the Internet. In my case, I was
fortunate in that the site was a recent departure. Had it been more than a
few months off BITNET, I would have been seriously hosed.
Perhaps this is something which needs to be passed along to the BITNET/EARN
powers that be. It is clearly a connectivity issue associated with BITNET
which I think BITNET member sites would appreciate (and should expect at
least in the form of minimal support -- these hosts have very likely not
fallen off the face of the planet!).
