One minor correction to your comments. The current government
in Canada is called Liberal after its party's name and is so as
is the Clinton administration. The reason the challenge theory
does not work in Canada is that it is too expensive here to
challenge anything, but usually the laws get watered down before
they are passed. They get much of their advice from the same
people who tell them to finger print all Jamaicans coming into
Canada including visiting entertainers. After a while you get
used to it and realize as you pointed out Geert that these
things don't happen because there are still checks and balances
built in to the systems of most countries. -- Paul.
