I did some testing and (as you observed) it appears that if you have

        Subject: TOPIC

where TOPIC is one of your topics then it will go to people subscribed to
that topic.  Similarly for

        Subject: Re: TOPIC

(which makes sense; it would be unfortunate if the two were treated
differently).
