Sweeping generalizations are suspect (that statement is a sweeping
generalization--draw whatever conclusion makes sense :-)  Probably, no
taxpayer supported university would be able to share an account with people
from other institutions.  Privately funded institutions have more freedom
to set policy.  At UConn it IS possible to permit people at different UConn
campuses (provided they are eligible for UConn accounts themselves) to
login (only one at a time) to an account.  Policy does not permit providing
access to anyone who is not eligible for their own University account.

Could you use an account that uses mail forwarding to send mail to
moderators (as long as each moderators account is a list owner, that could
work, yes)?  The major inconvenience is that you would have to log into the
moderator account yourself periodically to change the forwarding parameter.
