I thought it would be a simple matter to create a couple list "template"
files to make it easier to create a list, place them in the /home directory
and then anyone could just GET them, like getting the default.mailtpl.  Oh,
well, it's not that simple, since listserv doesn't know these files exist.
How do you do this without creating an actual list?
