A mailer somewhere in the link is trying to send 8bit data.  Most of the
internet cannot accept 8 bit data, which is why schemes such as UUENCODE
and MIME were introduced so people could send binary attachments.

The recipient mailer cannot accept 8bit data (most cannot).  Only 7bit
should be sent, this is a misconfiguration in the sending mail system.

This is a guess, but perhaps the user is set to MIME digests ??
