What I did in the end was install the lot on the backup machine
and bingo everything went out. I will now look at the machine proper
and reinstall W2000 just in case the brownouts corrupted a system
file.

Took me 5 hours of trying before moving to back-up machine and 5
minutes to boot and the problem was resolved.
