IIRC, subscription requests submitted via the web interface are always
confirmed. Subscription confirmations are the only protection against
people who are incapable of typing their own email address correctly
(as the postmaster of a domain with approximately 15,000 users, I can
guarantee you that there are people like this), and malicious individuals
who will maliciously subscribe others to a multitude of lists in order to
effect a proxy mailbombing. Open subscription without confirmation is an
open invitation to problems and abuse.
