I echo what Ben has said.  Or put another way, there is a
social contract between subscriber and (listowner or other
subscribers).  One such element is "that sbalt not cause thy
listowner grief by frequent bouncing mail."
 
Every user or system that continues to generate bounced
mail, represents some finite amount of work that the
listowner (or delegate) MUST pursue (unless of course
LISTSERV can do an auto-delete).  Since most subscribers do
not pay for the privilege of specifically subscribing to the
list, and thus do not pay the listowner (or his/her
organization) for the real work required to support that
subscriber, then it behooves the subscriber to do their
share of the work, or live with the consequences.
