If I'm getting your list owner's requirements right, I think maybe 
what you want is the opposite of what is being proposed. I.e. make 
LIST-1 a sublist of LIST-2. Send messages that are to go to everyone 
to LIST-2 (and LIST-1 will also get a copy), and send the private 
messages to LIST-1.
