If everything else is set up correctly, the first time someone
does a database search on the archives of the list the DBINDEX
and DBNAMES files will be created.  The DATABASE REFRESH command
simply erases the DBINDEX and DBNAMES files so that LISTSERV will
rebuild them the next time they are needed.
