You may have tried this already, so sorry in advance if so.
 
I have found it useful to send a private e-mail note to the offending party
asking them, as the listowner, to please stop or moderate the behavior.  So
far, it has worked every time.
 
The notion that "Big Brother" is watching seems to have a salutory effect. .
 or maybe it is my devastating charm.  ;-)
