In a roundabout way, yes.

First, if you have a set of header lines that are common to all of your
lists, you can PUT a file onto Listserv with a name of
"something.keywords"

Then in each list header, where you want that file included, use the
line
.ik something
(it assumes the extension 'keywords').  Now any changes you make the the
something.keywords file, will affect all of the lists which include that
file.
