     The formatting on the SUB_OWNER message does not appear to be applied
     properly.  It seems to be stripping out all the hard returns from the
     entire section.  I have tried turning formatting off, but that does not
     appear to have any affect.  All other sections of the mailtpl seem to
     format properly.  To answer the obvious questions, I have moved the section
     from the bottom of the mailtpl to the top, and removed and re-typed it with
     no change of behavior.

     The message that is received when attempting to subscribe to the list is:

     > subscribe tm-irs-l Randy Porter
