NOTIFY= can point to any valid e-mail address.  On one list that
I co-operate, it acutally points to an email/bbs gateway.  (That
was done in conjunction with the ERRORS-TO= on a problematic
list that was overwhelming our personal disk quotas.)
 
Those keywords need not point to OWNER-type userids.
