I am puzzled by the behaviour of one of my lists.  The headers are
as follows:

The list is supposed to receive postings from another list (ansax-l),
and distribute them on a daily basis to subscribers.  For some reason we
can't figure out, listserv requires that each message be OK'd by a moderator
(by which it means me, the owner).  There is nothing in these headers, as
far as I can see, that causes it to behave that way.  I had a header
Send=public which caused even the OK's to be returned to me for approval.
Any help would be appreciated.  We are at our wits' end, and the subscribefrs
are getting restless.
