Mine is a closed list, and the problem member would not have had access to
her email address were it not that he is a member of the list.  Therefore I
do feel some responsibility, if only to try to keep him from harassing
others on the list.
I've read up on the listowner manual, and it addresses similar concerns in
several sections.

The person being harrased needs to handle that problem.
