From what you say here it sounds like you are stuck, unless you make
some hard choices.  Threshold is set at 400.  Do you really get that
many postings per day?  If you do I can't imagine your pest being
anything more than a minor one lost in the traffic.  Perhaps you could
keep his stuff out by decreasing the sizelimit, which you have set at
250.

What is the list, what is its purpose?  Given your settings I won't
venture anything further; the listowner knows his list best and
I think a description of the list, its operation, function, goals,
etc. would help a lot.

400 per day?  How many subscribers have you?  Given that posting is
open, how many of the postings are from subscribers?  Is this list
mirrored all over the place?
