If that's true, it's recent.  Someone may have been reconfiguring the mail
distribution system and screwed things up.  My standard reply to
postmasters at hosts that don't follow RFC 1123 is that if there system is
not reconfigured, I'll deny service to users at the host (so far I've only
run into ONE  <small> host that insists that things are fine the way they
are).  RFC 1123 dates from the 80's, there's no justification for a mail
system not abiding by it.
